Biographical Information

Regina Winters is the Associate Dean of the College of Public Service and a Principal Instructor in the Master of Public Administration (MPA) program. Dr. Winters was also a UCCS Daniels Fund Ethics Initiative Faculty Fellow for 2016-2017. She received her undergraduate degrees in political science and music and an MPA from the University of Wyoming, and completed postgraduate course work in Public Administration from the University of Nebraska at Omaha. She has served as a public administration instructor/lecturer at the University of Nebraska at Omaha and Iowa State University. She teaches courses in research methods, nonprofit management, public policy, and citizen participation. She previously worked as a volunteer coordinator for Lutheran Family Services of Nebraska, and been involved in community and neighborhood planning projects in Colorado, Nebraska, and Wyoming.

Dr. Winters pursued a career in public administration because public administration is uniquely eclectic. One moment a person can be working on citizen participation issues related to sewer construction and the next on the resettlement of refugees from Sudan in the Midwest. Anything is possible with a degree in public administration and for those individuals like Dr. Winters who crave variety and challenge---this creative field is a perfect fit!

Dr. Winters feels at the UCCS College of Public Service she has the privilege of introducing present and future public and nonprofit administrators to innovative and time-tested policy practices that strengthen the quality of life of residents of the Rocky Mountains for generations.
