Biographical Information
Dr. Schwartz began her graduate education with an M.Ed. from the University of North Carolina. With this degree she taught in and administered programs for children with severe emotional and behavioral disorders for fifteen years. This work led to a consuming interest in public policy and public organizational systems that were impacting the ability of children and families to change their lives and she completed her MPA and Ph.D. in Public Administration from the University of Colorado at Denver. Subsequent to leaving special education, she held senior and executive positions in nonprofit organizations, and owned and was principal in a consulting and evaluation firm. Ultimately she determined that teaching and continuing evaluation work for public and nonprofit agencies was where she could best contribute to positive impact for individuals, communities and systems.
Dr. Schwartz has taught in the UCCS College of Public Service (formerly the School of Public Affairs) since 1999. She became Associate Dean of the school in 2004 and served as the school's Interim Dean from June 2014-2015. She enjoys teaching in the MPA program, contributing to the ongoing growth and development of the College of Public Service and UCCS, and continuing to do some program evaluation work. She has conducted evaluations for multiple public and nonprofit organizations, including projects funded by the National Institute of Justice, U. S. Health Resources and Services Administration, the Colorado Department of Public Health and Environment, and Colorado Department of Education. Working with students, though, is best of all.
